Kaihua County insists on the scientific concept of development and carries out deeply the strategy of setting up the county through ecological economy and revitalizing the county through characteristic industries. The government gives priority to the development of “2+6” characteristic industries, namely underlying the development of two leading industries, viz. photovoltaic industry and organosilicon industry, and accelerating six featured industries, viz. electric light source, machinery and electronics, fine chemical industry, light textile, bamboo and wood products processing, and green food processing. At the same time, make great efforts to develop ecological characteristic industry, such as ecological leisure tourism, and make it into “National Advanced Manufacturing Base of Silicon Materials”, “Production Base of National Organic Agricultural Products”, “Yangtze River Ecological Leisure Tourism Base”, and “Demonstration Area of Harmonious Development between Human Being and Nature”.

Photovoltaic Industry

一、Kaihua is the silicon industry base in Zhejiang Province.

Kaihua photovoltaic industry starts from 1960’s of the last century and Kaihua is one of the fixed-point production bases of monocrystalline silicon for Ministry of Information Industry, the silicon industry base in Zhejiang Province and the provincial high-tech characteristic industrial base of silicon materials. Kaihua photovoltaic industry has been listed in one of the 26 national key industries that are planed to cultivate by Zhejiang Province and in the development plan of Quzhou city “410 industry”.

Kaihua has formed a photovoltaic industry chain driven by some leading enterprises, such as Wanxiang Silicon Peak Company, Guihong Electronic Science and Technology Company and Jinxiyuan Technology Company etc. There are 9 national, provincial and city-level high-tech enterprises in Kaihua. A number of photovoltaic products are awarded as National Inspection-free Products and Provincial Brand Name Products. The technique of large-diameter heave doped As, Sb holds a leading position in China, and the annual yield capacity of solar grade monocrystalline silicon rods(wafers) reaches 1,500 tons. The products are well sold to Asia, Europe, America and other 20 countries and areas. Solar grade monocrystalline silicon wafers have been widely used in China’s aerospace, aviation, meteorological satellites and other fields.

二、Major Advantages in Developing Photovoltaic Industry in Kaihua

Advantage of Industrial Policies  Complying with the strategy “setting up the county through ecological economy, revitalizing the county through characteristic industry”, the county party committee and government regard photovoltaic industry as the leading industry and have formulated certain documents such as: Several Policy on Further Accelerating the Development of Industry, Some Advice on Accelerating the Concentration Development of Silicon Industry (Trial), Notice on Giving Financial Discount Policy to Photovoltaic Enterprise Implementing High-end Project. And give key supports to the development of photovoltaic industry through giving support policies in land, tax and financial subsidies to the key photovoltaic enterprises to build “Ten Billion” silicon industry.

Advantage of Technical Personnel  After years of development, Kaihua has attracted a batch of skilled workers of characteristic industry and excellent technical personnel team. At present, it owns one provincial-level technology center of silicon electronics. There are nearly 3,000 technical workers, including 15 with senior professional titles and 120 with intermediate professional titles. Moreover, the County Vocational Education Center may provide specific trainings for the development of enterprises.   

Advantage of Industrial Resources  Kaihua County is located in the source place of Qiantang River and both the atmospheric and water quality there reach National Grade I standard all year round. Therefore, it is an ideal area for developing silicon electronics industry. At present, Kaihua has formed a complete photovoltaic industry chain from polycrystalline silicon, monocrystalline silicon rods (wafers) to solar cells and modules.

三、Planning and Spatial Layout of Developing Photovoltaic Industry in Kaihua

There are 3,000 mu monocrystalline silicon professional park in Kaihua County and the infrastructure construction of the first phase (1500 mu) has been completed. About 10 enterprises, like Wanxiang Silicon Peak Company and Jinxiyuan Technology Company have been set up in the park. The park is next to the entrance and exit of Hang-Xin-Jing Highway. Therefore, the traffic is very convenient. There are two 35KV transformer substations in the professional park. The power necessary for the big power consumers can be directly supplied by the substation. It is estimated that by the year of 2010, the annual yield capacity of monocrystalline silicon rods (wafers) and solar cells will reach 2,000 tons and 200 MW respectively, which makes Kaihua an important part of national solar photovoltaic industry base.

Organosilicon Industry

一、Kaihua is the provincial high-tech characteristic industrial base of silicon materials.

As a kind of new-type high-tech material, organosilicon enjoys the reputation of “Industrial Gourmet Powder” and has been widely used in national economy fields such as national defense industry, aerospace, electronic appliances, construction, automotive, textile, chemical, medical and health etc. It has broad prospect of application and huge market space. Kaihua is the silicon industry base in Zhejiang Province and the provincial high-tech characteristic industrial base of silicon materials. Organosilicon industry has been listed in one of the 26 national key industries that are planned to cultivate by Zhejiang Province e and in the development plan of Quzhou city “410 industry”. Kaihua government attaches great importance to the development of organosilicon industry and has improved the system of industrial development planning, development policies, development platform, scientific and technological support. Under the push of it, organosilicon industry develops rapidly. For the past few years, the annual growth rate is all more than 30%. Kaihua has initially formed an organosilicon industry chain driven by Yuantong Silicon Industry Company and Synthetic Materials Company.

二、Major Advantages in Developing Organosilicon Industry in Kaihua

Advantage of Industrial Foundation  Organosilicon industry is one of industries which have the most complete industrial chain in Kaihua County. Both upstream and downstream enterprises of organosilicon industry have formed certain production scales. Now, Kaihua owns 26 organosilicon enterprises with about 200 species. The main products are metal silicon powder, chlorosilane monomer, silicone oil, silicone rubber, silicone resin, silane coupling agent and chlorosilane. The output of industrial silicon powder in Yuantong Silicon Industry Company is 80,000 tons. The output of organosilicon monomer in Synthetic Materials Company is in the front rank in China and the selectivity of monomer lumichrome reaches 89% coming near the world’s best level, which make it the most advanced enterprise of producing organosilicon monomer. Those ensure to provide reliable raw materials for the development of upstream and downstream products.

Advantage of Technical Personnel  Kaihua government attaches great importance to the technology research and development of organosilicon industry and has accumulated rich technical experience. At present, it owns one provincial-level R&D center of organosilicon. It undertakes the commitments to complete the Provincial Torch Plan “Application and Development of Methyl Chlorosilane Monomer” and the provincial new products "Methyl Vinyl Central Body," and many other IT projects. And collaborate with many Research Institutions, such as Nanjing University, Wuhan University, Chengdu National Organosilicon Center, Jilin Jihua Research Institute, Institute of Chemistry of Chinese Academy of Science and employ a number of organosilicon experts as long-term technical consultants. Moreover, the County Vocational Education Center has a professional technical training center of organosilicon and may provide technical personnel for the development of organosilicon enterprises.  

三、Planning and Spatial Layout of Developing Organosilicon Industry in Kaihua

Kaihua County explores the development of organosilicon industry actively, builds organosilicon professional park and forms industrial clusters of organosilicon, which provides a good platform for the development of organosilicon industry. There are 4,500 mu organosilicon professional park in Huabu Industrial Functional Area. By 2010, production outputs of organosilicon monomer and industrial silicon powder will reach 60,000 tons and 100,000 tons respectively and they will attract investment for more than four billion Yuan. And they will produce and develop more than 300 kinds of downstream products , making Kaihua an important industrial base of organosilicon in Zhejiang Province.

Electric Light Source Industry

Kaihua electric light source industry starts from 1970 and has formed a complete industry chain in glass tube, burner, filament and packing. Take Tongli Lighting Equipment Co., Ltd. for example, it has the annual production capacities of 130,000,000 pieces of T8 lime glass tube, 18,000 tons of low-sodium and unleaded glass tube and 10,000,000 pieces of fluorescent lamps. Among them, low-sodium and unleaded glass tube was the first to break through European Union Green Barrier. And the products are sold to European and American markets. Through carrying out the development system of industrial development planning, policy, science and technology support, Kaihua County supports electric light source industry and strives to create a provincial (Western Zhejiang) Electric Light Source Industrial Base in 3 to 5 years.

Fine Chemical Industry

Kaihua County has formed a fine chemical industry chain driven by some leading enterprises, such as Wan’an Plastics Company, Qinghua Chemicals Company, Xinsong Resins Company etc. with the production capacity of melamine plastic, pharmaceutical and resin products. Zhejiang Wan’an Plastic Co., Ltd. is the largest manufacturer of thermoset plastics, a high-tech enterprise in Zhejiang Province. There are about 300 varieties and the main products are amino molding compound,  phenolic molding compound, formaldehyde, melamine imitation ceramic tableware, rosin-based transparent nucleating agent . The production output ranks second in the same trade in China and the products are well sold to Asia, Europe, America and other 30 countries and regions.

Machinery and Electronics Industry

The machinery and electronics industry is an infant industry in Kaihua. It mainly produces high and low pressured electric power equipment, fiber optics supplementary equipment, air compressor and hardware etc. Kaihua gathers several high-tech enterprises such as Qiyi Electric Appliances Company, Chuangyi Photoelectric Company, Yipuxin Company, which involve R&D, production and sales. It owns a national high pressure insulation examination center. Kaihua County plans to use 5 to 10 years to create a machinery and electronics concentration area, which has the characteristics of high degree of industrial concentration, complete supporting infrastructure, whole product with distinct feature and strong innovation capability.

Light Textile Industry

Kaihua County borders with Anhui and Jiangxi provinces and other seven counties. There are 6,800 professionals of various kinds and 13,000 technicians in the whole county. In addition, there are more than 200,000 surplus rural and urban labors and over 2,000,000 in the neighboring areas such as: Jiangxi and Anhui provinces. Its unique geographical advantage and rich labor resources provide outstanding advantage for the development of the light textile industry. At present, It has formed a labor-intensive industry base mainly focusing on knitting, handicrafts, smoking set, shoes and hats processing. And the supporting infrastructure improves gradually. Quzhou Drunken Root Art and Craft Co., Ltd. is the collection base for folk artists of Zhejiang Province, one of the fixed-point manufacturing enterprise of tourism products in Zhejiang Province. “Drunken Root” Crafts are at a leading position in the domestic counterparts in terms of scale, technology level, production capacity and so on. The products have been exported to Southeast Asia, Europe and the United States, Hong Kong, Macao and other places. As the grads transfer of industries in the coastal and surrounding areas, Kaihua will become an important industrial base of textile industry of western Zhejiang Province.

Bamboo and Wood Products Processing Industry

Kaihua County is a key bamboo and wood production area in Zhejiang province. The total area of forest is 2.85 million mu with a total storage volume of 7.5 million cubic meters and the annual harvest amount of fir is 200,000 cubic meters. There are 155,000 mu Mao-bamboo and the annual harvest amount is 100,000. The neighboring provinces Jiangxi and Anhui are important bamboo and wood production areas as well. The whole county owns over 272 bamboo and wood products processing enterprises with the production capacities of a number of wood products like laminated wood board, construction templates, bamboo panels, bamboo charcoals, and medium-to-high grade furniture. In order to encourage the development of bamboo and wood deep processing, the county government has a bamboo and wood products (furniture) professional park. A series of incentive policies including relax restrictions on examination and approval, and wood import have been put forward to encourage bamboo and wood deep processing industry.

Green Food Processing Industry

   Kaihua County borders with Anhui and Jiangxi provinces and other seven counties and is endowed with beautiful ecological environment and rich water resources. Besides, air quality attains National Grade II Standard or above, which provides great environment for the development of green food processing industry. Kaihua has formed a green food processing industry base, which focuses on developing green tea deep processing, sugar alcohol, pollution-free agricultural products and drinking water development. And Kaihua has been awarded as  “Hometown of Chinese Longding Tea”, “First Batch of National Non-polluted Tea Base Model County”, and “National Production Model Base for Pollution-free Agricultural Products”.       “Kaihua Longding” won provincial or above prizes for over 40 times and attained State Certification Trademark issued by State Administration for Industry and Commerce in 2009. It successfully broke through the green barriers set by European League. The products are well sold on the domestic and overseas markets. Sugar alcohol industry started in the 1980s of last century. Relying on Kaihua Huakang Pharmaceutical Co., Ltd., a leading enterprise, Kaihua now has become Asia's largest production base of sugar alcohols.

Ecological Leisure Tourism Industry

Kaihua County is abundant in tourism resources. Recently, Kaihua got the Golden Name Card of Zhejiang Province County City and Qianjiangyuan National Forrest Park got the Golden Name Card of Zhejiang Province Tourist Attraction as well. There are mainly two well-known places of interest, one is Gutianshan Mountain National Natural Reserve and the other is Qianjiangyuan National Forest Park. Gutianshan Mountain National Natural Reserve has about 20 scenic spots and humane landscapes. Qianjiangyuan National Forest Park has over 40 tourist spots and humane landscapes, such as Lotus Pond, boundary tablet of three provinces, Huangshan Mountain dramatic pines etc. In addition, there are over 30 tourist spots and humane landscapes being able to develop, such as the sites of Fujian, Zhejiang and Jiangxi provincial party committees, Zhejiang, Anhui special committee of the CPC.

Kaihua is called “ the golden tourism collecting and distribution center” among the surrounding cities and counties and “the golden connection of border tourism” in Zhejiang, Anhui, Jiangxi and Fujian provinces. Besides, within 100 km of perimeter, there are many famous tourist attractions, such as: the AAAA scenic spot of One-Thousand Island Lake, the world natural and cultural heritage site of Mt. Huangshan, Nanzong Confucian Temple, the famous Daoism mountain of Mt. Sanqing, the great man holy land of Wuyuan Jiangwan.
