Human Settlement Environment

Natural Climate: Kaihua County has pleasant weather and belongs to subtropical monsoon climate with warm air, abundant rainfall and four distinct seasons. It has for a long time enjoys the reputation of “Chinese Amazon Forest”. The annual average temperature is 16.4℃, the difference in temperature between the day and night is 10.5℃, the average precipitation remains 1848.5mm per year and the average frost-free period reaches 252 days.

Water Quality: Surface water quality reaches National Grade I Water Standard all year round and exit water is up to National Grade II Water Standard.

Air Quality: Kaihua County enjoys beautiful environment with fresh air, which is rich in ion and negative ion. Atmospheric environment attains National Grade II Standard or above.

Medical and Health Care: Many county-level medical institutions are available, such as People’s Hospital, Chinese Medicine Hospital, No. 2 Hospital, Maternal and Child Hygiene Hospital, Center for Disease Control etc. Among them, there are one class-2 and grade-A hospital, and two class-2 and grade-B hospitals. Kaihua was given the name of “National Advanced County of Rural Chinese Medicine Services”.

Restaurant and Lodge: There are several star-level hotels, such as Kaihua Hotel, Traffic Hotel, Oriental Hotel, Nanhu Village, and over 20 characteristic leisure villages, including Shuihu Village, Gutian Village and Clearwater Fish Restaurant.

Characteristic Culture: Kaihua is an ancient county with a long history and rich cultural heritage. It has many "Ancient color" and "red" cultural locations, such as Xiashan Ancient Dwellings showing Jiangnan village culture, the Song Dynasty College named Tingyuxuan, the CPC Zhejiang and Anhui recorders site, the CPC Fujian, Zhejiang and Jiangxi provinces Commission site etc. It is also the Mid-Autumn Festival Protection Demonstration Location, of which Zhejiang Province established 14 demonstrations to protect traditional festivals for the first time.

Social Security: Conflicts and disputes of all kinds and crime rate of Kaihua are on a lowest level in the whole province. So Kaihua County has been awarded “Provincial-level Safe County” by the government of Zhejiang Province for four years.

Infrastructure

Water and Power Supply: A waterworks with daily supply capacity of 100,000 tons is under construction with a pipe network covering Chengguan and Huabu. There are one 220KV transformer substations, three 110KV transformer substations and seven 35KV transformer substations. The power necessary for the big power consumers can be directly supplied by the substation. The reliability rate of the power supply system is up to 99.9%, making it safe in utilizing electricity. 

Pollution Discharge: The way of separating rainwater from wastewater is adopted in the county.

There is one sewage treatment plant with daily treatment capacity of 40,000 tons. By now, the first phase sewage treatment project of daily 10,000 tons has been put into use.

Postal and Telecommunications: The network of China Mobile, China Telecom and China Unicom covers the entire county. The construction of the integrated telecommunications exchange network, the Internet and the home-delivery network has been completed. International mail delivery business extends over 100 countries and regions to ensure the smooth flow of information exchanges with the outside world.

Traffic and Logistics: No. 205 National Highway, No.17 Provincial Highway and Hang-Xin-Jing and Huang-Qu-Nan Highways, Jiu-Jing-Qu Railway, which are currently under construction, run through here. There are 192 km high-grade highways and 920 km grade highways, extending the roads to all villages. With 24 logistic companies and 1000 operating vehicles, the annual volume of freight transportation is 12,000,000 tons and Freight Ton-kilometers is 500,000,000 ton-km.

                             Scientific and Educational Talent

Scientific Research and Education: There are approximately 20 science and technology institutes, including R&D centers of silicon electronics, organosilicon, alditol, molding compound, electrical equipment, and research institute of Duzhong tea and Pachyrhizua angulatus. Kaihua County has 1 Grade II provincial key middle school, 9 provincial demonstration middle schools and 8 training organizations of various kinds which offer professional technical trainings such as: silicon electronics, organosilicon, computer, machinery manufacturing, tourism service and tea art etc.

Human Resources: There are 6,800 professionals of various kinds and 13,000 technicians in the whole county. In addition, there are more than 200,000 surplus rural and urban labors and over 2,000,000 in the neighboring areas such as: Jiangxi and Anhui provinces. The county has a sound labor market and the government has introduced talents import policy to attract high-quality personnel.

                 Financial Services

Four state-owned commercial banks, rural credit cooperatives, major insurance companies have branches set up in Kaihua County. And it has established a series of support services integration system, including credit funds, foreign exchange settlement, witness security, credit investigation, and advisory services. By the end of 2008, the balance of various savings deposits of all financial institutions had totaled 5.31 billion Yuan and the balance of loans had reached 3.294 billion Yuan.
